Renewal of The Transportation Bill Halted By Martha Emmons

Progress on the transportation bill in Congress has been stalled with insiders saying if there isn't action soon, the legislation would be postponed until 2005. Suddenly, we have word that right after Memorial Day, Congress will begin working out the differences between the Senate and House versions of the bills in a conference committee.

Both versions of the bill, H.R. 3550 in the House and S. 1072 in the Senate, contain decent provisions for bicycling. (Thanks to everyone who has written, called, attended meetings!) But prospects for compromising the two versions are dimming.

A major stumbling block is money. The Senate bill calls for $318 billion over 6 years, the House for $284 billion, but the Administration has promised a veto unless the overall funding is lower. A problem with a bill at the President’s level would cut funds in many states and such a package probably won’t fly in Congress. A bill with more money can likely pass Congress, but then it faces a possible presidential veto and ultimately a possible Congressional override. This could be embarrassing for President Bush and it’s doubtful the Congressional leadership would let such a situation develop. It appears to be a Catch-22.

Congress has only a short window to complete the compromise process as the elections approach. If work is not complete by the time Congress recesses on July 23rd, they will likely pass a long-term extension and delay reauthorization Some are suggesting an extension until June 30, 2005.

Where does this leave cyclists? .A delay until next year isn't the end of the world for bicycling, as it's possible we could make even more progress then, but it's disappointing to have to wait to see any improvements. When I hear news, I'll update you.
